Nice scene well spotted. Great sunset. Something not quite right about the back of the mans seat and the womans head when enlarged. Is it that you had to burn them in to get details in the shot? You could try feathering the brush used to burn in a little. Just a thought

The composition is good here but like Rob I think you've been a little heavy handed with the dodge/burn brush. A soft brush of low strength (about 2% in PS or Elements), to slowly guild up the lightening/darkening is a good place to start. However, there is a limit to what dodge/burn can do and what this picture really needed was an more powerful external flash to fill-in opposite the sunset.

Another very nice shot here, I do agree with the previous comments regarding the effect on the seating but the view is magnificnet and I like the angle you have captured the beach.. seems a long way off from the dreary cold wet windy weather here right now lol

To me, it looks like you moved those two people from another pic to the beach in PS. Am I right? The sunset itself and rolling waves are quite beautiful. I would have left it at that, maybe with a more pronounced panoramic presentation.
