Hi Torri
Now this picture has a fast enough shutter speed for the focal length and the f8 aperture will give you plenty of depth of field - so why is so much of it soft or blurred? Maybe you have a dirty lens or sensor but I feel that some of it at least may be due to intentional but poor blurring in PP. The way make to a sharp subject stand out against a soft background is to use a wider aperture (probably f5.6 on the lens you are using) and/or a longer focal length and to focus carefully on the subject.
